UFA Legislative Update: March 9, 2018

Dear UFA members and friends,

The UFA Board held our annual Spring meeting last week in Juneau and staff has been busy carrying out the actions of the Board.

We have posted Resolution 2018-1 A Resolution in Support of Sea Otter Management on our website and submitted Comments on Department of the Interior 2019-2024 Outer Continental Shelf Oil and Gas 5 year Plan to the regulations.gov docket.

Letters on bills and confirmation of appointments have been sent as these have come up in the Legislature and are noted below.

Legislative Finance subcommittees committees in the House have closed out and budgets are being heard in the full finance committee, while Senate finance subcommittees are continuing their work. Some work in the legislature has been delayed for health priorities …We wish a restful recovery for Rep. Guttenberg, and other members who have been suffering the flu or shoveling injuries.

UFA Executive Director Frances Leach and President Jerry McCune have been busy at the Board of Fisheries Statewide Dungeness Crab, Shrimp & Miscellaneous Shellfish meeting in Anchorage this week. We expect to catch on with membership mailings when things settle down next week, so thank you for your patience, and your support.

  1. What’s new – appointments

Governor Walker appointed Tiffany Zulkowsky to House District 38 Seat (Feb. 22) and appointed Mike Shower to Senate E seat (Feb. 20)

The Governor appointed Dale Kelley as the second Commissioner of the Commercial Fishery Entry Commission. Confirmation hearings began on March 8 for Kelley and the previously appointed V. Fate Putman in House Fisheries, and they are scheduled in Senate Resources next Wednesday – see below. We eagerly await the Governor’s appointments to the Board of Fisheries and recommendations for the North Pacific Fishery Management Council.


  1. UFA Board Meeting actions on legislation…

 

The UFA board took actions to support appointment of V. Fate Putman and Dale Kelley as CFEC commissioners. House Special Committee on Fisheries interviewed both of them and Mark Saldi for the Fishermen’s Fund Appeals and Advisory Commission at its meeting this Thursday, March 8… see meeting link for video.

New Bill SB 211: Temporary Transfer of Commercial Fishing Permits
“An Act relating to the temporary transfer of limited entry commercial fishing permits; and providing for an effective date.”

Sponsor Senator Gary Stevens is open to input from female fishermen regarding whether they prefer to be called “fishers”.

HJR 12 – Opposing FDA approval of GM Salmon and urging labeling (Tarr) – passed the Senate (2/19) and is awaiting transmittal to the Governor) UFA letter of support .

 


 

  1. Legislative meetings of interest for the week of March 12

The House Special Committee on Fisheries does not plan to meet during the week of March 12 – and expect to hear presentations on invasive Pike and a CS for HB 199 Habitat Permitting in the following week of March 19.
